The new guidelines are part of a larger push to ground the ongoing project orientation of the organisation and further develop its activities. The question will be whether the organisation accomplishes the trick of balancing the high-level political role of the organisation with the increased project orientation and improved communication called for. Discussions at the Annual Regional Directors' meeting in March will be key to striking that balance in the medium term.
